Amazing Buggy Hill Climb

In Scotland, these cars are named “bogie“. Sometimes they are called: go-kart, soapbox car,buggy,trolley, cart or cartie. It is propelled by gravity and can reach 30 mph. It seems that it is capable of holding a driver for the purpose of racing or recreation.
I really don’t think that such a thing is possible! What do you think?
